The Canadian Dental Care Plan (CDCP) is a federal initiative designed to make dental care more affordable for Canadians who don’t have access to private dental insurance. It officially launched in phases beginning in late 2023 and is continuing its rollout through 2025.

The plan is designed to help uninsured Canadians with a household income of less than $90,000 per year access basic dental services at a reduced cost, or fully covered, depending on income level.

Who Is Eligible?

As of now, eligibility includes:

  • Canadian residents without access to private dental insurance
  • Household income under $90,000/year
  • People who have filed their tax return for the previous year
  • Currently expanding to include children, seniors, and eventually all eligible adults by 2025

If you already have dental benefits through an employer or group plan, you will not qualify for CDCP, but that doesn’t mean you’re out of luck (we’ll explain more about that below).

What Does CDCP Cover?

The CDCP covers preventive, diagnostic, and some restorative dental services. Here’s what that typically includes:

  • Routine dental exams and cleanings
  • X-rays
  • Fillings for cavities
  • Root canals
  • Dentures (partial and full)
  • Extractions

The services covered are provided at varying reimbursement rates, depending on income. For example:

  • Those with a household income under $70,000 can have up to 100% of eligible services covered.
  • Income between $70,000 and $89,999 receives partial coverage (40% to 60%).

Patients may still pay a co-payment, depending on their income level and whether their dentist charges above the CDCP’s fee guide.

What’s Not Covered?

While CDCP is a big step forward in dental accessibility, it doesn’t cover everything. Services that typically are not included are:

  • Cosmetic procedures (like teeth whitening or veneers)
  • Orthodontics (like braces or Invisalign)
  • Major restorative work (such as crowns or implants)
  • Any procedures performed by dentists who are not enrolled in the CDCP program

Benefits usually reset annually, and many plans cap annual reimbursements between $1,000 and $2,500 per person, depending on your provider.

However, if you’re in between jobs, self-employed, or retired without insurance, the CDCP may be a perfect fit for your situation.
